Highway Robbery

When I flew to Savannah last week I brought my own Camelback bottle. It would go through security empty and I could get it filled with ice on the other side, right? Yeah, that's what I thought, too.
I asked the barmaid at one restaurant if she could fill my bottle, and she said they weren't allowed to because they served liquor. I could, however, go across the concourse to the little sandwich shop and they would do it for me. I went over there, asked, and was told
"$2.80."
"To fill my bottle? With tap water?"
"Yes. $2.80."
"You realize you are charging for something that comes out of the water fountain for free, right?"
"Is our policy - ice, water, both are $2.80."
"In my own bottle."
"Fill up bottle is $2.80."
I was incredulous, as were the other people in line. I made a smartass remark at the girl and went to the water fountain to fill up. How can they do that? Is it legal? Overpricing things isn't illegal, but it should be. I hate that if you want anything to eat after you pass security you have to fork over everything in your wallet for what you'd pay a fraction for on the outside.
