Your neighbor is a jerk. She should either keep the dogs indoors or tether them when they are outside so they stay in their own yard. You shouldn't have to be constantly out-engineering someone else's dogs. I imagine they are more destructive when left inside, which is probably why they are always out. She should invest in some crates and teach them to love them, and keep them crated when she's not home. Dog owners like her ruin it for everybody else! I work hard to keep my dogs well cared for and not a nuisance to the rest of the world. Why have them if you aren't going to look after them? Bah.
